My top mat picks for Lagoon are Aria by Britt Mills, Lorelei by Oh My Mahjong and Elysium by Oh My Mahjong. Below are all 37 Lagoon mat matches from 10 brands, each with rack picks and a link to shop.
Colors & racks
My color card for Lagoon: the back and layer colors, the face colors, Bird & Bamboo rack matches and my top 3 mat picks.
As you can see this set is dominated by various shades of blues and greens and accented with shades of berry and plum.
As for racks, outside of clear and white which clearly match think this set would look great with racks matched to the layer colors of berry or lime green. I also like the idea of pulling an adjacent blue/green from the tile faces and doubling down on the watery effect of this set. I don't typically like my racks to be the same as my tile back color, but a close variant, especially in this set that is full of close color gradient I think it could really work.
Note that the berry is rather vibrant and I think the tone of Bird & Bamboo’s hot pink racks would pick up on that tile layer nicely. You can always also pull a specific mat color that is absent from the tiles or use white, clear or a pattern netural like tortoise or pearl racks. I didn't mock it up but have seen some upcoming releases of mother of pearl racks that I think could be really fitting for a set like this, especially if you are wanting to play up the beachy/pool/water vibe of this set.
As far as faces go - we've seen this before! Lagoon is a complete sister set to OMM's Dandy & Birdie tiles. This is great if you teach to have a 3rd colorway of identical tiles to help simplify learning the faces for students without having to have identical colors/setups at your classes. I can't say for sure but I would guess that's why we're seeing this repeat.

Mat by Britt MillsMy top 3 matches for this set all have ties to water, with artist Britt Mills' Aria leading the pack in an absolutely beautiful watercolor floral full of so many coordinating colors in both the blues and berries/pinks. The scattered pattern is mesmerizing and beautiful in the best way!
Watercolor produces beautiful gradients of color, as opposed to a single solid color - you get a ton of tonal range and that makes them very easy to match and blend with. This is also a brand new mat for Britt, after we begged her to make this pattern into one. Let's just say we were right!

Mat by Amanda ToppeAnother beautiful painterly mat leading the pack on Lagoon is Pink Winds by artist Amanda Toppe. This mat really leans into the range of blues and greens but I love that the center is simple and a light pink/lilac tone so you will get a really nice pop in the middle.
This mat is mixed media, and Amanda has a brilliant eye for how to blend color and did so beautifully in all the shades of watery blue. Her use of blues and greens here is stunning with the tiniest hints of pink/lilac and there is tons of tonal range to help blend many shades of blue and green.

Mat by Oh My MahjongRetiredThe classic and simple Birdie Green mat by OMM is a favorite. It's vector-style illustrations and rich green pallet with accents of blue, turquoise and pink are darling.
But what Birdie does lack is a lot of tonal range - it's decidedly blue, green and pink -without gradation, painterly details, etc... that help it to blend when tiles aren't an exact match. Bottom line, it can be difficult to coordinate, but not here! The blues and greens of birdie match up really well with Lagoon & is one of OMMs best current mat matches for this set.
